It is intriguing if the Research Works Act goes forward in the U.S., but such attitudes are not embraced and adopted elsewhere. As more impoverished countries become even less able to access the latest research findings from the U.S., they will probably pay more attention to the scientific publications arising from Europe and Asia. Scientific research is really an international endeavor, and progress arises from the robust exchange of ideas and data. U.S. influence internationally in diverse scientific field will be compromised. However, even domestically, U.S. researchers will become less able to immediately benefit from each other's work.
